Operating note: Curaçao as bridge, not backdrop

We keep hearing pitch language that treats Curaçao as scenery. Useful regulatory frameworks and geography only matter when people, systems, and evidence live there with continuity.
What we tell operators
- Presence must answer decision questions without a continental bridge
- Infrastructure must be reachable and attributable
- Certification evidence should accumulate in ordinary weeks
